CM PRO / BOQ, rate analysis and IPC billing software

    QS & Commercials

Control the chain from priced scope to measured work, certified claims and subcontractor commitments. The commercial dashboard provides a working view of budget, cost to date, variations and progress; it is not a substitute for the contract or the consultant's certification.

    The operating challenge

The estimate should become a control, not a dead document in a tender folder.

When the tender BOQ, measurement workbook and payment claim are maintained separately, quantities and descriptions can drift. Commercial teams need a traceable connection between priced scope, executed work and the amount submitted for payment.

CM PRO QS & Commercials keeps a single master BOQ connected to item rate analysis, measurement sheets, client IPCs, subcontractor bills, retention and mobilisation advance recovery, so the number certified always traces back to a measured quantity on site.

    Inside the module

    Features in detail

    01

Master BOQ & item rate analysis

Import or build the BOQ once, attach composite rate analysis for material, labour, plant and overheads, and keep revisions with dates.

    02

    Item-wise measurement sheets

Record length, breadth, depth and number with the unit placed right after quantity, exactly as consultants expect to check them.

    03

    Client IPC with deductions

Gross work done, previous certified, current claim, retention, advance recovery and taxes calculated automatically for each interim payment certificate.

    04

    Subcontractor & petty contractor billing

Issue work orders, measure subcontractor work against them and pay only for verified quantities.

    05

    Inspection requests linked to billing

PRIR, PWIR and IR log records sit beside the BOQ item so a measured quantity has its approved inspection behind it.

    06

    Price escalation

PEC and FIDIC style escalation calculations using base and current indices, available free to every user.

    Who it serves

    The working sequence

From first entry to management review

    STEP 01

    Establish the commercial baseline

Begin with the agreed BOQ, item codes, units and contract rates. Separate original scope from additional works instead of silently overwriting the tender. A quantity surveyor should check imported values against the signed contract before the first measurement is recorded. Consistent item coding makes later progress and payment reviews easier to follow.

Record the dimensions and quantities actually executed, not the quantity originally planned. Attach the relevant inspection reference where appropriate and keep the measurement description specific enough for a reviewer to locate the work. The Unit column follows Quantity. Measurements should be checked under the project's agreed method of measurement before inclusion in a claim.

Bring measured work into the relevant client or subcontractor IPC. Check previous and current quantities, rates, retention, advance recovery and other agreed deductions. A saved calculation does not mean the consultant has certified the claim: submitted, certified and paid positions must remain distinct in the team's commercial review.

Review work orders, purchase orders, vendor balances and additional works alongside the budget. Use the dashboard as a discussion point for changes, unbilled work and outstanding payments. Commercial and accounts staff should agree on the reference and period used when handing a certified amount into the receipt or payment workflow.

    Professional practice

    The detail behind the workflow

    01

A measurement trail that survives review

An IPC total is only useful when someone can understand how it was reached. Keep descriptions, dimensions, units, dates and references consistent across the BOQ and measurement sheet. Do not combine unrelated locations simply because they use the same rate. Where a consultant asks for clarification, a clear measurement trail lets the team respond with the relevant quantity rather than reconstructing a month of site notes. Keep supporting approvals under the appropriate project and use the agreed contract measurement rules; the software cannot decide whether disputed work is payable.

    02

Rate analysis, additional works and margin

The contract rate and the estimated cost of executing an item answer different questions. Rate Analysis Pro separates materials, labour, plant and overhead assumptions so teams can review the basis of a proposed rate. Additional works should be logged and priced separately with their instruction and approval status. A rate copied from another job may use different productivity, transport, wastage or tax assumptions. Review these inputs for the actual site and date before negotiation. CM PRO supports the calculation trail; agreement of entitlement and valuation remains a contractual decision.

    03

    Subcontractor control without duplicate registers

A work order sets the scope and rate against which subcontractor work is measured. Compare the executed quantity, capped quantity where applicable, billed amount and payments rather than paying from a verbal percentage. Keep purchases and subcontract services distinguishable so the vendor ledger can be interpreted correctly. When a subcontractor's quantity differs from the client's measured quantity, investigate the difference instead of forcing the numbers to match. The objective is transparent commercial control, not automatically assuming every subcontract claim is recoverable from the client.

    04

    Escalation and contractual context

Price adjustment depends on the contract's formula, eligible amount, fixed portion, weightages and reference indices. The free escalation tool supports editable PEC/FIDIC-style calculations, but the signed conditions govern which formula and dates apply. FIDIC editions and particular conditions can differ. Confirm the relevant clause, base date and index source before submitting a claim. Contract Specialist Pro can help interpret supplied clauses; it is not a certification authority or legal adviser. Keep index evidence with the calculation and do not treat an illustrative default as an approved contract input.

Measured, submitted, certified and paid are different commercial positions. Contract terms and authorised review govern payment entitlement.

    Getting started

A practical implementation, not a long setup project

    Agree the starting records

Create the company workspace, select the modules the team needs and review who is responsible for each record. Begin with one operating project or location and a small set of checked inputs. Keep existing source documents available during the transition so reviewers can compare the first entries with their original evidence. A trial is an opportunity to evaluate fit, not a reason to abandon established approval procedures immediately.

    Review one complete cycle

Take a representative record through the available workflow from input to output. Ask the person who enters the information and the person who reviews it to check the result together. Confirm dates, units, references and reporting periods before adding larger volumes. Where another module is needed for a connected operation, enable it deliberately. Access remains controlled by company, role and module; public free tools do not expose enterprise records.

    Establish the review rhythm

Decide when records are entered, how exceptions are handled and when managers review the operating position. Keep ownership clear rather than assuming everyone will update everything. Use the shared reports as a starting point for discussion and reconcile them with the business's source evidence. Add further modules as the workflow grows. Export and document requirements should be checked with the receiving team; software output still needs authorised review before external issue.
